I'm not sure if you remembered that there is this
special kiosk mode in Internet Explorer. In this view, there is no toolbars and no taskbar. Nothing except the content itself. Sure it is akin to the full screen functionality but just that the toolbar by itself will not appear even if you hover over the top itself, a perfect tool just for public browsing only. Here is the guide on how to open Internet Explorer in kiosk mode.
Opening Internet Explorer in Kiosk Mode
1) Right click an empty area on desktop and select New>Shortcut.
2) Input "C:\Program Files\Internet Explorer\IEXPLORE.EXE" -k
3) Give it a name say IE Kiosk.
Now you have successfully created a shortcut to IE kiosk mode. Though there are no navigation buttons, you can still use shortcut like the backspace key etc.

Rather use apple safari on windows than IE.
